Well it seems to me that it isn't such a good idea after all. Even if CCP managed to perfectly balance ships there doesn't seem to a way to stop the largests alliances dominating without CCP interferring which I don't think they would want to do...

My idea is that SC and titans will normally be unable to use bombers and DDD unless the pilot is part of an alliance that holds a certain amount of sov (i.e. systems with TCUs in). For SC i was thinking an alliance could enable 1 pilot per system ...
